In the UK they are biscuits, in the USA they're called cookies and there is a multitude of biscuit recipes from sweet to savoury, originating from many parts of the world. They can also be referred to as "crackers", but in the UK these are usually the unsweetened or savoury varieties. Biscuit recipes are very popular in most counties and the word "biscuit" derives from a medieval French word originating from Latin, meaning "cooked twice". In the UK the term cookies usually applies to something more elaborate or cake-like, as in chocolate chip cookies, for example. So, when does a biscuit become a cake? Biscuit recipes certainly came under scrutiny in recent times during a dispute between HM Customs & Excise and McVities regarding whether or not Jaffa Cakes should be subject to VAT, which applies to biscuit recipes and not cakes. The defence successfully won the case by proving that when stale, cakes become dry - as did the Jaffa Cakes - and biscuits go soggy.
